A groundbreaking ceremony occurred on March 6, 1975 at the intersection of Warren-Sharon Road and Route 193 in Vienna Township for the construction of a four-township water system.
The completed water system served Vienna, Liberty, Hubbard, Brookfield, and a small section of Howland.
The Shenango Valley Water Company supplied the water for the system.
